In Ruili, on China's border with Burma, a man peers through the fence separating China from Burma. Burmese regularly cross the border in search of work, hopping the fence in clear view of Chinese border guards. I once visited Ruili in the 1990s, and revisited in December 2009 to see how the Chinese side of the border was booming thanks to China's decades of economic growth.
